In Malaysia, a significant digital divide persists, excluding many citizens from the opportunities and advantages offered by technology. A 2022 study by the Department of Statistics Malaysia (DOSM) paints a concerning picture: 33.2% of Malaysian households lack internet access at home. This translates to limited access to education, job prospects, and essential government services that are increasingly moving online.

YB Teo Nie Ching, Deputy Minister of Communications and Multimedia, emphasises the urgency of addressing this issue.   • Building Infrastructure & Affordability: Telcos can expand broadband access through public-private partnerships (PPPs) and fixed wireless solutions. Additionally, offering subsidised data plans and devices for low-income communities makes internet access more affordable and accessible.
  • Fostering Innovation with Government: Collaboration between Telcos and the government can lead to innovative solutions. This could include:
    • Mobile Learning Platforms: Develop zero-rated mobile learning platforms to provide remote access to educational resources, especially in underserved areas.
    • Secure & Accessible E-government Services: Partner with the government to ensure e-government services are secure, user-friendly, and accessible to all citizens.

Learning from a Leader: Estonia’s Digital Inclusion Story

Estonia serves as a global inspiration for bridging the digital divide. They achieved remarkable success through a focus on affordability. The government subsidises devices and internet plans, ensuring a baseline level of connectivity for all citizens. This commitment has yielded impressive results: over 98% of households have internet access, and Estonia boasts a highly digitised society with widespread use of e-government services, online learning platforms, and digital tools.
