Ministry of Education (MoE): Organisational Overview

The Ministry of Education (MOE) of Malaysia is responsible for shaping the educational landscape in Malaysia. The ministry is currently guided by the Malaysia Education Blueprint (MEB) 2013 – 2025, with a separate National Digital Education Policy (DEP). The DEP was recently approved to align with more recent and varied national agendas such as the 12th Malaysia Plan, the Malaysia Digital Economy (MyDIGITAL) Blueprint, and the National Digital Network (JENDELA). These policies move hand in hand, pointing to the MOE’s critical role in shaping an education system that builds a digitally integrated society – both in terms of digital infrastructure and future skills required to support a digital economy.  

Key Departments

The MOE operates under the leadership of the Minister of Education, supported by two Deputy Ministers. The organisational structure is hierarchical and includes several key departments and divisions:

Leadership

  1. Minister of Education: Leads the ministry and sets strategic directions and policies
  2. Deputy Ministers: Assist the Minister in managing the ministry’s operations and implementing policies.
  3. Secretary General: Oversees the administrative and operational functions of the ministry.
  4. Director General: Oversees policy implementation, administrative operations, curriculum standards, teacher development, resource allocation, and stakeholder engagement.

Departments under the Secretary General’s purview:

  • 3a: Planning and Development – divisions include Development, Youth & Talent Development (PERMATA), Procurement, Strategic Planning & International Relations, Asset Management, Scholarships
  • 3b: Administration – divisions include Human Resource Management, Information Management, Accounts, Psychology & Counselling, Finances, Administrative Management, and School Audits

Departments under the Director General’s purview:

  • 4a: Policy and Curriculum – divisions include Planning& Research for Educational Policy, Curriculum Development, Resource & Educational Technology
  • 4b: School Operations – divisions include Daily School Management (Pengurusan Sekolah Harian), Special Education, Boarding School Management (Pengurusan Sekolah Berasrama Penuh), Sports Co-curriculum and Arts, Private Education
  • 4c: Professional Development – divisions include Professionalism in Teaching, Institute of Teacher Education, Institut Aminuddin Baki (educational management institution)

Statutory Bodies and Agencies

  • Institute of Language and Literature (Dewan Bahasa & Pustaka): Institute of Language and Literature responsible for coordinating the use of the Malay language and Malay literature in Malaysia
  • Malaysian Institute of Translation and Books (Institut Terjemahan & Buku Malaysia): Provides translation, interpretation, publishing and course services
  • Perbadanan Kota Buku: Founded in line with the National Book Policy to advance the local book industry through e-infrastructure, training, learning, research, exhibitions and facilitating access to local and international books.
  • Malaysian Examinations Council (Majlis Peperiksaan Malaysia): Governs and administers nationwide examinations such as SPM, STPM and MUET.

Budget Allocation & Expenditure Priorities

For the fiscal years 2023-2024, the Malaysian Ministry of Education received significant budget allocations to ensure the continued improvement and development of the education system. The budget allocation highlights are as follows:

  • Total Allocation: Approximately RM 58.7 billion.
  • Operational Expenditure: Covers salaries, maintenance of educational institutions, and other recurring costs.
  • Development Expenditure: Focuses on infrastructure development, digitalization projects, and new initiatives.

Key Spending Areas

The MOE’s budget for 2023-2024 is directed towards several key areas to enhance the quality and accessibility of education in Malaysia:

Infrastructure Development

  • Building and upgrading schools, especially in rural and underdeveloped areas.
  • Improving facilities to support inclusive education for students with disabilities.

Digitalisation of Education

  • Implementing digital learning platforms and resources.
  • Enhancing ICT infrastructure in schools to support online and hybrid learning models.

Teacher Training and Development

  • Providing continuous professional development programs for teachers.
  • Enhancing teacher training institutes to produce high-quality educators.

Curriculum and Assessment Reform

  • Updating the national curriculum to meet contemporary educational needs.

Technical and Vocational Education and Training (TVET)

  • Expanding and improving TVET programs to meet industry demands.
  • Collaborating with industries to ensure TVET graduates are job-ready.

  • Providing financial assistance and scholarships to students from low-income families.
  • Implementing programs to reduce dropout rates and ensure educational equity.
